This is the previous work done on auto-scheduling:
Jenkins would be sending notifications for finished builds to teuthology-api: VallariAg/ceph-build@217f080
And t-api will handle the queuing commands and scheduling them: ceph/teuthology-api#24

@VallariAg the changes from here on down should be removed from this PR since they have nothing to do with the Shaman project. Maybe pull your branch up to main?

@alimaredia that was my fault, rebased and pushed.
